Which side of the coronavirus "total war" is Trump on?

Added to this President’s endless lies is the quote that the U.S. is waging “total war” against the COVID-19 virus.   Trump hailed the right-wing Wisconsin court when it overruled stay at home orders.  He encouraged governor Gretchen Whitmer of Michigan to make a deal with armed thugs protesting pandemic protections there.  He tries to withhold supplies from large states for political gain.   He is pulling out of the World Health Organization.  Which side of this deadly “total war” is Trump on?
